If youāve spent the last few months trying to decode the new FinCEN Residential Real Estate Reporting Rule (31 CFR 1031), youāre not alone.
Title agents across the country are asking the same questions:
āIs this transaction reportable?ā
āAm I the reporting person?ā
āDoes the reporting cascade apply here?ā
āDo we need a designation agreement?ā
āWhat if thereās a loanābut itās to the beneficial owner instead of the LLC?ā
And the honest truth?
Most of the available explanations are either overly academic⦠or dangerously oversimplified.
And if youāve tried to read the rule straight from the Federal Register, you already know the experience can feel a bit like trying to assemble IKEA furniture using instructions written by academic owls in glasses.
Thatās a problem.
Because this rule isnāt theoretical.
It affects real transactions, real closings, and real liability for the professionals handling them.
Which is exactly why we built something new for Wicked Title Forum.
Meet the FinCEN Reporting Assistant š¤š
Weāve launched a FinCEN Reporting Chatbot trained specifically on:
the 31 CFR 1031 rule text
FinCEN fact sheets and quick reference guides
official FinCEN guidance and FAQs
and Wicked Title Forum educational content
Its job is simple:
Help title professionals quickly answer questions like:
Is this transaction reportable?
Am I the reporting person?
Can you train my new processor on how to vet transactions for reportability?
How do I explain this to my buyers?
Can we use a designation agreement?
What information do we actually have to collect?
What records do we need to retain?
Instead of digging through dozens of articles, videos and Federal Register pages, you can just ask.
Built for Real Files ā Not Law School Lectures
This bot was designed specifically for busy title professionals working on real transactions.
It doesnāt try to deliver a 20-minute lecture on the entire rule (unless you ask it to).
Instead it behaves more like the compliance-savvy colleague sitting down the hall ā the one you walk over to and say:
āHey⦠quick question. This deal is cash and the buyer is an LLC. Are we the reporting person?ā
If the bot needs more facts to answer your question, it will ask for them.
If the answer depends on the reporting cascade, it will walk you through it.
If something is uncertain or fact-dependent, it will say so.
If you want to double check, it can point you directly to the relevant section of the rule.

Not more theory.
Not more webinars.
Actual operational support.
This tool is now part of that ecosystem alongside our guides, templates, training materials, decision trees, and compliance resources.

A Quick Reality Check
Wicked Title believes in transparency, so a couple of important things to know:
Not Legal Advice
The bot is trained on the rule, FinCEN official guidance and Wicked Title materials, but itās not a lawyer and itās not giving legal advice. As with any AI, it can make mistakes and you should validate and/or talk to your underwriter or attorney.
Data Privacy
These bots are built and maintained by Wicked Title, but provided via OpenAi and Poe.com platforms and subject to their terms of service and privacy policies. We do not recommend that you disclose sensitive transaction information.
The good news is that you donāt have to. Need to validate if a transaction is reportable? You donāt need to provide the name of the buyer or property address. You can simply provide general information such as the buyerās entity type (i.e. LLC, individual, Corporation, Trust, etc.) or a description of the property (i.e. restaurant with 2 apartments upstairs).
Why We Built It
The FinCEN rule is one of the biggest regulatory changes the title industry has seen in years. And like most federal rules, the theory is easy to read but the application is where people get stuck. We are literally writing dozens of articles and answering dozens of dozens of questions about this rule. Even if weāve covered it, finding the exact piece of information you need, quickly, easily, can be a challenge.
Our goal with Wicked Title Forum has always been to turn complicated regulatory language into practical, usable knowledge for the industry.
This chatbot is just the next step in that mission.
Think of it as:
A FinCEN compliance librarian that lives inside our knowledge base.
*You still have access to all of our articles, videos, FAQS, templates and other resources, this is just an addition.
