The formal commission is gone, but the conversation is not.
Colorado has changed the way title insurance industry input will be handled by the Division of Insurance. Under Senate Bill 25-277, the former Title Insurance Commission has been repealed and replaced with a less formal Title Advisory Group designed to support ongoing communication between the title industry and the Colorado Division of Insurance.
What is the Colorado Title Insurance Advisory Group?
The Title Advisory Group will serve as an advisory body to the Commissioner on title insurance matters. The Commissioner, or the Commissioner’s designee, is required to meet with representatives of the title insurance industry twice each year. The Commissioner must also respond in writing to formal written proposals or recommendations presented by the advisory group at a meeting.
Key Details & Functions
Regulatory Oversight: The group serves as an advisory body directly to the Colorado Commissioner of Insurance.
Meeting Schedule: The Commissioner is required by law to convene this group at least twice a year.

Why This Matters for Title Agents
On paper, this may look like a procedural change. In practice, it changes how title professionals should think about regulatory engagement in Colorado.
A formal commission can create structure, but it can also create distance. Seats are limited. Participation is defined. Industry input can become filtered through whoever happens to be appointed. History tells us those kinds of appointments tend to flow through channels of money and power.
The new advisory group model is less formal, which may make it easier for more voices in the title industry to follow regulatory conversations and raise practical issues that affect day-to-day operations.
That does not mean every concern will become policy. It does not mean the advisory group has rulemaking authority. And it does not mean agents can bypass existing filing requirements.
But it does create a clearer channel for proposals and recommendations to be submitted for consideration by the Commissioner.
For an industry where operational reality often lives inside very small businesses whose needs and experiences are vastly different from large agencies, that channel is worth paying attention to.
The Bottom Line for Colorado Title Professionals
The Title Advisory Group is less formal, more open, and designed to support ongoing dialogue between the title insurance industry and the Division of Insurance.
For agents, underwriters, and other interested parties, the smart move is to stay aware, participate when appropriate, and make sure formal recommendations are submitted through the correct channel.
Because when regulators create a space for industry input, the industry should be prepared to use it well.
